ThestudyofgovernmentresponsibilityintheprotectionofvulnerablegroupsAbstractAtpresent,Chinasvulnerablegroupsinsocietyarefacingtremendouspressureofsurvivalinthetimeofeconomiccrisis.Therefore,theprotectionofvulnerablegroups,becomemajorissuesforallwalksoflife,aswellasaproblemtobesolved.Inoursocietyintransition,socialstructure,socialsystemshaveundergonetremendouschanges.Becauseofthesocialreform,disadvantagedgroupsaresufferingconsequencesbywhichhavemadetheirlivesharder.Forexample:becauseofthestate-buildingneeds.Chineseconstitutiontoprotectvulnerablegroupsoffarmersthattheprovisionsofgrosslyinadequate.Astheimpactofsocialchange,disadvantagedgroups,factorsthatincreasethepsychologicalanxiety,lowstatus,lifeishard.Theyarebearingthecostofreform,buttheyarenotbenefitingfromit.Consideringthevariousdifficultiesfacedbyvulnerablegroups,thegovernmenthasnotshirkeditsresponsibility.Thelawswhicharerelevanttovulnerablegroupsareoutdatedandveryscattered.Thegovernmentshouldformulatepracticalnormativelegaldocumentstoimprovethelegislativeprotectionoftherightsofvulnerablegroups.Onlybypayingmoreattentiontovulnerablegroups,canwefullymobilizeallpositiveforcestothemoneducationandtraining,aswellasequipthemwithmoreprofessionalskillsandenhancetheirquality,andenhancethefutureincome-earningcapacity.InChina,theprotectionofvulnerablegroupsofthesocialsecuritysystematprotectingtheirfundamentallivingcircumstancesaswellasavoidmajorsocialunrest.Onlybydoingarealgoodjobinprotectingvulnerablegroups,andbytakingeffectiveprotectivemeasurestosolvetheirproblems,canweestablishaharmonioussociety,awell-offsociety,soastoachievecommonprosperity.Thispapersummarizestheplightofvulnerablegroupsandthenegativeimpactofitsexistence.Byanalyzingtheproblemsofresponsibilityformissingthatthegovernmentprotectsvulnerablegroups,toexplorethegovernmenthowtoprotectvulnerablegroupseffectively.Keywords:vulnerablegroups，governmentresponsibility，missing，policyII我国弱势群体保护中的政府责任研究第一章引言一、选题背景及意义（一）选题背景2009年两会期间，国家主席胡锦涛来到广东代表身边，他说：“越是困难时刻，越要高度关注民生”。关注
