Abstract
The problem of Marine Environment Pollution is one of the most important
environmental issues in 2 1st century. And the governance of marine environment
pollution is intrinsic requirement of the building of ecological civilization. The
governance of marine environment pollution has become an important symbol for
measuring the degree of urban civilization and modern society.
The governance of marine environment pollution has been spread out in the
developed countries after experiencing the crisis of industrial civilization. The United
States Chesapeake Bay, the Baltic Sea and the Seto Inland Sea are the successful cases
of the govern of marine environment pollution. And the results of governance is to
improve the marine environment, what ’s more, the governance experiences available
for reference are be formed. The governance of marine environment pollution need to
be improved compared to Western countries. Marine Environmental Law came into
effect in 1999, and it provides the legal basis for the governance of marine
