Monographic Study Social Services for the Disabled / 专题研究 残疾人社会服务/ 促进智力和精神残疾人 辅助性就业的实践探索 ——以广州市康园工疗服务机构为例 ■符大伟 【摘要】 针对大力发展辅助性就业服务组织促进智力和精神残疾人特殊就业问题，文章介 绍了广州市积极发展的民非企性质社会组织—康园工疗服务机构在智力和精神残疾人安置、 就业方面的经验和做法。通过政府主导、资金投入及购买服务方式在全市建立辅助性就业服 务组织网络，运用工疗等职业康复训练手段实现智力和精神残疾人特殊就业，提高其社会适 应能力和劳动技能，增加劳动收入。建议发展全国数万家“阳光家园”机构的工疗项目，实 现智力和精神残疾人的辅助性就业，既可解决他们的生活就业，也可解除家庭的后顾之忧。 【关键词】 辅助性就业 ；服务组织 ；智力残疾人 ；精神残疾人 ；工疗 Practices to Promote Supported Employment for Persons with Intellectual or Mental Disabilities --Takes Guangzhou Kangyuan Vocational Rehabilitation Center as an Example FU Da-wei 【 】Taking Guangzhou Kangyuan Vocational Rehabilitation Center as an example, the Abstract author introduces Guangzhou’s experiences and lessons in fostering NGOs to provide rehabilitation and supported employment for persons with intellectual or mental disabilities. It calls for local government to play the main role in supporting and financing NGOs, to enable NGOs provide better vocational services, thus enhance working ability and self-confidence of persons with intellectual or mental disabilities, as well as increasing their incomes.
