统筹城乡就业制度中的政府责任的研究.pdf

摘要 统筹城乡就业是一个多学科关注的热点问题，是经济学、政治学、社会学 等多领域交叉的一个分支学科，而统筹城乡就业中的政府责任问题，既涉及上 述学科中许多重大的基本理论问题，又关系到一个社会的可持续发展，关系到 社会主义和谐社会的构建，因此，统筹城乡就业中的政府责任问题是学术界讨 论的重要领域，特别是随着建立统一劳动力市场的呼声越来越高，这一问题已 经引起了学术界的高度重视。 文章从五个方面进行论述，首先是导言部分，着重阐述统筹城乡就业制度 的必要性、国内外研究现状和基本概念的界定等三个方面的内容；接着阐述统 筹城乡就业分析理论；文章第三部分以德国、美国、日本、法国为例，分析政 府在就业中的责任，总结其成功的经验，这些经验启示为我国建立统一的劳动 力市场提供了有益的借鉴；然后进一步分析目前政府在统筹城乡就业制度中承 担责任的现状及其原因，统筹城乡就业制度中政府责任缺失的原因很多，而文 章主要从价值理念的偏差及错误的理论导向、城乡分割的二元社会结构等两个 方面进行综合论述：文章最后一部分在前四个部分的基础上对我国政府在统筹 城乡就业制度中承担的责任进行了合理的定位分析。 关键词：统筹城乡：就业；政府责任 Abstract the and Planseity countryside isa attentionhot employmentmulti—disciplinary andisthe and SOonamulti—domain topic economic，the sociology politics，the branch inthe and the overlapping plans city discipline，but countrysideemployment involvesintheabove govemmentresponsibilityquestion，both disciplinemany significantelementarytheory relatestoa sustainable questions，and society’s thesocialismharmoniousthe development，relates society inthe and the plans city countrysideemploymentgovernmentresponsibility question isthe domainwhichtheacademiccircles andmoreis important discusses，more withtheestablishmentunificationlabormarket speciallyhighalong call，this causedtheacademiccirclestotake questionalready
