Abstract General speaking, minority nationality regions belong to under-developed areas, but also unique and catch more eyes. The development of minority nationality regions influences multi-regions, thus related with the national interests embodied by, such as, national unity, social stability, ecological security and balanced development, etc. Numerous cultural and historic resources in the minority nationality regions are vital and imperative to the development of the tourism and local economy. However, as far as the regions inhabited by ethnic groups are concerned, the problem of economic externality of the tourism industry stands out more and is tough to resolve for its special geographical condition and cultural property. So, this paper focuses on the economic externality of the tourism industry in the minority nationality regions. First, after the literature review and concept definition related is given, this paper deal much with the negative externalities of the tourism industry in the minority nationality regions and its corresponding measures to internalize the exterior non-economic feature. The author holds such opinion that, property system and profit allocation should be paid much attention to eliminating the negative externalities, such as inefficient function of tour-eliminating-poor, limited opportunity provided, negative influence produced in the production and consumption of tourism products, assimilation of folk customs, etc., which are all arising during the exploitation of tourism resources and the development of tourism economy.
