Regardless of being the development country, the emerging development country and the area, they positively support the small and medium-sized enterprise the development, and strengthen to the small and medium-sized enterprise research. However, the present stage of our country’s small and medium-sized enterprise limits in the production operation management pattern and the financial control and the risk control’s function has not obtained the full display, financing difficultly as well as to guaranteeing difficultly. This article utilizes the theory of financial control to analyze our country present situation in detail, from fund raising, investment, fiscal control, management pattern as well as personnel’s. And discover the strategy from the external environment and the interior, the promotion of SMEs in China in order to achieve financial management, improve the economic efficiency of small and medium enterprises.
