城市社区建设中政府行为地研究——以石家庄市长安区为例.pdfVIP

广西师范学院硕士论文 摘 要 社区是城市最基本的构成单位，是政府与城市居民之间进行沟通 和互动的有效载体。城市社区建设是变革城市基层社会管理体制、重 新构造国家与社会关系的重要方法。目前我国的城市社区建设尚处于 建设初期阶段，社区自治组织发育能力和居民参与能力还处于低水 平，需要政府行为来发挥作用，因此对城市社区建设中的政府行为研 究至关重要。本文选取石家庄市长安区作为个案研究，研究分析政府 在参与城市社区建设的过程中，由于对城市社区建设的认识不足、政 府职能转变与社区自治不同步、城市社区相关的法律法规不完善等原 因，出现了社区行政化、社区关系不顺、政府引导社区参与的功能没 有得到有效发挥等政府行为存在的问题。并通过运用政府再造理论作 为理论分析工具，根本地从体制、法规、意识等多个角度来提出优化 政府行为的路径。研究的目的在于使政府在城市社区建设中能够正确 发挥主导作用，强化社区自治功能，有效调试城市社区建设与政府行 为之间的关系，实现政府与社区之间的有效合作。 关键词：城市社区，社区建设 ，政府行为，政府职能，社区参 与 I 广西师范学院硕士论文 ABSTRACT Community is the basic element of which the city can be composed and is the very efficient medium that brings the government into the communication and interaction with the urban citizen. The construction of urban community is the very important method that revolutionizes the grassroots management mechanism and reconstructs the relationship between nation and society.
