摘 要 在《国家中长期教育改革和发展规划纲要（2010-2020 年）》中，国家曾明 确指出，要“努力办好每一所学校，教好每一个学生，不让一个学生因家庭经济 困难而失学”。这是我们党和政府向全国人民作出的庄严承诺。同时，这也反映 出我国政府对高校贫困生问题的高度重视。然而近年来，我国高校贫困生问题并 没有得到有效地解决，高校贫困生资助体系在保障高校贫困生接受高等教育的机 会公平方面做的并不尽如人意，还有待于进一步完善，因此，本文以教育公平为 视角，深入分析贫困生资助体系中存在的问题，并借鉴发达国家的经验，提出更 加公平合理的建议，使现有的贫困生资助体系更加完善，体现公平之意。 本文首先对我国高校贫困生资助体系的历史发展脉络进行梳理，然后对现阶 段我国高校贫困生资助体系中存在的公平性进行分析，进而指出该体系中存在的 不公平性及分析导致不公平问题的原因。最后借鉴美国的经验，对完善现阶段我 国高校贫困生资助体系提出了一些改进建议。本文研究的主要内容包括以下五个 部分： 第一章概述选题的背景、意义，文献综述、相关概念界定及研究的思路和方 法。 第二章涉及的主要是理论方面的知识。即介绍与本文内容相关的公平理论， 并将理论知识与本课题有机地结合在一起。 第三章介绍我国高校贫困生的现状、产生的原因及资助体系的历史演变。通 过对贫困生问题的分析和贫困生资助体系发展脉络的梳理，可以加深对本文相关 的内容的理解。 第四章介绍我国高校贫困生资助体系的现状及分析现阶段我国高校贫困生 资助体系的公平性。这章也是本文的重点和难点所在。 第五章完善我国高校贫困生资助体系的对策建议。通过构建公平而合理的新 型贫困生资助体系，以期能够更好地促进我国高校贫困生的全面发展，并实现教 育公平的最终目标。 关键词：高校贫困生；资助体系；公平 III Abstract In the national long-term education reform and development plan for (2010-2020), the country had explicitly pointed out that, to strive to run every school ，to teach well every student, and not let a student drop out for the reason of family economic difficulties.” This is a solemn promise that our party and government made to the national people, at the same time, it also reflects the Chinese government highly valued the problem of the poor university students.
