The core idea is to redesign the original process of an enterprise with the help of information technology so as to achieve the fundamental changes and to improve the competiveness. BPR is a discipline which designs business process in pursuit of global optimization other than partial ones. The Customs is the ministry responsible for supervision and controlling over everything entering and leaving the Customs territory. The control function makes it different from all enterprises. However, as an organization of government, its administration function is somehow the same as enterprises. The process management model carries out management and control based on business procedures and is able to provide instructions on the reform of government agencies. Under the guidance of the BPR theory, this paper looks for the way of reforming Shanghai Customs’ organization and functions through analyzing and researching issues rising from the existing processing trade workflow in Shanghai Customs. Considering Shanghai Customs’ practical status, the reform target is to optimize the overall run of process and maximize the output benefits. The optimization is under the risk control theories.
