十八届四中全会公报全文要点 　　十八届四中全会公报全文要点(中英双语) 　　中国共产党第十八届中央委员会第四次全体会议，于2014年10月20日至23日在北京举行。全会由中央政治局主持。中央委员会总书记习近平作了重要讲话。以下为中国共产党第十八届中央委员会第四次全体会议公报全文要点： 　　全会提出，全面推进依法治国，总目标是建设中国特色社会主义法治体系，建设社会主义法治国家。 　　-- The general target is to form a system serving “the socialist rule of law with Chinese characteristics” and build a country under “the socialist rule of law”. 　　全会强调，党的领导是中国特色社会主义最本质的特征，是社会主义法治最根本的保证。 　　-- China will ensure the leadership of CPC in “the socialist rule of law with Chinese characteristics”. 　　全会明确了全面推进依法治国的重大任务，这就是：完善以宪法为核心的中国特色社会主义法律体系，加强宪法实施;深入推进依法行政，加快建设法治政府;保证公正司法，提高司法公信力;增强全民法治观念，推进法治社会建设;加强法治工作队伍建设;加强和改进党对全面推进依法治国的领导。 　　-- The major tasks are to improve a socialist system of laws with Chinese characteristics, in which the Constitution is taken as the core, to strengthen the implementation of the Constitution, to promote administration by law, to speed up building a law-abiding government, to safeguard judicial justice, to improve judicial credibility, to promote the public awareness of rule of law, to enhance the building of a law-based society, to improve team building and to sharpen the CPC?s leadership in pushing forward rule of law. 　　坚持依法执政首先要坚持依宪执政。 　　-- To realize the rule of law, the country should be ruled in line with the Constitution. 　　健全宪法实施和监督制度。 　　-- The system to ensure the implementation of the Constitution and to supervise the implementation should be improved. 　　完善全国人大及其常委会宪法监督制度。 　　-- The National Peoples Congress and its Standing Committee should play a better role in supervising the Constitution’s implementation. 　　加快建设职能科学、权责法定、执法严明、公开公正、廉洁高效、守法诚信的法治政府。 　　-- China will work to build a law-abiding government. 　　建立行政机关内部重大决策合法性审查机制，建立重大决策终身责任追究制度及责任倒查机制。 　　-- A mechanism to examine the legitimacy of major decision-making in governments should be set up, with a lifelong liability accounting system for major decisions and a retrospective mechanism to hold people accountable for wrong decisions. 　　全面推进政务公开。 　　-- Chin
