实现由国家对60岁以上老人按照所生活地区生活标准提供所有经济支持，家庭提
供精神慰籍的社会养老模式。目前我国西部农村处于第一阶段，应该实现以家庭
养老为主导，有机结合自我养老和社会养老的养老模式选择，但是必须对这三种
养老模式中存在的问题予以解决。笔者在农村社会养老模式建立的过程中，大胆
的提出了一些个人具有创新性的见解。我国农村养老制度建设应该并且可以以西
部作为突破口，以非纳费型养老计划作为基本的社会养老制度，以社区养老方式
作为以社会养老模式取代家庭养老模式的第一环节。因为社区养老所具有的形式
灵活、成本低廉、行之有效的独特优势，更易于作为我国从家庭养老向社会养老
过渡的重要的养老方式。
