小城镇环境规划究——以重庆市大渡口区建胜镇为例.pdfVIP

中文摘要 摘 要 当前, 在我国小城镇建设快速发展过程中，带来了一系列的环境问题。小城镇 环境规划的实施有助于协调环境与经济、社会的关系，有力的推动区内社会、经 济环境的和谐发展。论文针对当前我国小城镇环境规划的现状，以区域环境理论 为指导，研究了小城镇环境规划的主要内容和技术路线，并以重庆市大渡口区建 胜镇为例，对小城镇环境规划编制技术方法进行了研究。 小城镇环境规划首先明确规划的年限、规划范围以及规划目标，并通过对规 划区域的主要污染源和污染物进行调查分析，找出主要的环境问题。根据人口、 经济发展预测，估计规划年内污染负荷的变化情况，对照规划目标，核算规划年 内的污染物削减总量。根据当地的实际状况和城市总体规划，进行区域水环境、 大气环境、声环境以及生态环境的功能区划，制定出具体的环境综合整治方案， 并对环境保护重点工程项目和投资安排进行规划。小城镇环境保护规划不仅仅是 被动的污染治理规划，更重要的是研究当地的经济、环境协调发展的具体模式， 从可持续发展的高度，对区域内各产业的发展进行规划。 建胜镇是重庆市大渡口区典型的工业型小城镇，规划区域的环境现状调查表 明，居民生活污水以及生活燃煤是当地主要的水污染源和大气污染源，而主要的 固体废弃物污染来自区内某化工厂的工业废渣。本研究在对于建胜镇的人口、经 济发展进行预测的基础上，对建胜镇进行了生态环境功能区划，明确了区内污染 物的削减总量，结合当地实际情况制定建胜镇环境综合整治方案，并根据区内的 实际情况，提出了建胜镇工业、农业以及第三产业的发展模式。 关键字：小城镇，环境规划，技术方法，可持续发展模式 I 英文摘要 ABSTRACT At present, in the process of the quick development of small-town construction, there are lots of environmental problems. The environmental planning about small towns has been of harmonizing connection among environment, economic and society, in addition, it can promote their harmonic development. Based on the theory of regonal environmental planning, the technological methods for small-town environmental planning were studied in this thesis. Take the Jianshenzhen Town,Tadukou Dictrict, Chongqing as an example, research on its enviromental planning has been done. At first, the time, area and aims of the environmental planning should be defined; then based on the investigating for the main pollutants and their resources, the environmental problems are found out.
