摘要 摘 要 廉租房建设是我国保障民生的安居工程，“住有所居”是全国人民的迫切愿 望，为了让中低收入家庭都能住上房，国家建立了多种层次、多种形式的安居 房保障体系，每年投入大笔资金用于廉租房建设。在廉租房工程推进中，怎样 利用有限的资金在短期内高效建造出品质优良、经济实用的廉租房一直是社会 大众关注的热点问题。在廉租房项目的整个建设过程中，要精心做好可行性分 析、整体规划、评估、造价、组织优化等管理，确保项目在启动、规划阶段顺 利开展的同时，还要做好资金投入、时间进度、风险防范、资源利用、质量保 证等方面的控制，保障在项目的执行、监控阶段做到井然有序。从而让整个廉 租房建设最后达到高效率、高质量，产生良好的社会效益。因而，在廉租房项 目建设中引入项目管理是兼具科学指导性和实践可行性的。 本论文以青云谱区廉租房建设项目为研究对象，系统地运用所学项目管理 知识，借鉴当代建设工程项目管理先进的、有效的经验，结合项目实际情况， 阐明如何运用科学管理的思想对廉租房项目进行有效的管理，通过实际案例分 析，探寻廉租房建设中的问题，并针对廉租房建设中存在的突出问题提出了完 善廉租房建设的四条对策，希望能为政府廉租房建设提供决策参考。 关键词：廉租房建设；施工建设；管理 I 万方数据 Abstract ABSTRACT The low-rent housing construction is a livelihood project of the country.
