INTRODUCTION With each passing day, more incidents involving police officers, private citizens, and video cameras are emerging on the Internet, making the news, and sometimes appearing on civil and criminal dockets.1 When individuals bring these incidents to public attention, more people seek to record police activity, which creates more opportunities for police officers to intimidate videographers.2 On YouTube, an Internet user can watch hours of uploaded footage showing police officers aggressively confronting videographers.3 These encounters raise questions about police conduct and private * J.D.
