农地征收中生态功能价值评估研究 摘要：农地征收中生态功能价值评估关乎生态平衡、土地资源的优化配置等，并进一步影响社会经济的可持续发展。目前生态功能价值评估中常用的RCM、VCM等方法主要适用于中大尺度区域的研究与实践。对于农地征收中具体宗地生态功能价值的评估，可借鉴国内外基于RCM、VCM等方法的中大尺度区域生态功能价值的研究成果，参照城镇建设用地宗地评估中的基准地价系数修正法进行。技术路线为：首先运用RCM、VCM等方法评估中大尺度区域的生态功能价值，并以此作为基准价值，然后对基准价值进行日期、区域因素等修正以求取宗地生态功能价值。 关键词：农地征收；生态功能价值；评估；基准价值；修正 [中图分类号]:F301.1 [文献标识码]:A Study on the Price Appraisal of Ecological Function Value in Farmland Expropriation ZHU Xiao-gang (1.Henan radio ＆Television University， Zhengzhou 450008 Hennan.2. Abstract: The appraisal of ecological function value in farmland expropriation relates to the ecological balance and the optimum allocation of land resources, and further affects the sustainable development of society and economy. At present, common appraisal methods of ecological function value, such as RCM, VCM etc., applied mainly to research large-scale areas. The price appraisal of land parcel ecological function value in farmland expropriation can draw lessons from the?domestic and international research results of the large-scale and mesoscale regional ecological function value. And the price appraisal can refer to the land datum value method of land parcel appraisal of urban construction land. Technical route: firstly, RCM, VCM and other methods will be used to appraise the large-scale regional ecological function value, and the value will be as a preferred value. Then, the preferred value will be corrected from some factors, such as date, area etc., in order to get the land parcel ecological function value. Key word: farmland expropriation; ecological function value; appraisal; preferred value; correct 工业化和城市化快速发展的背景下，建设用地供求矛盾日益凸显，大量农地转为建设用地成为一种必然。十一五期间，全国累计批准建设用地224.33万公顷，其中单是转为建设用地的耕地就超过100万公顷，十二五前两年，全国共批准建设用地122.69万公顷，其中转为建设用地的农用地83.96 万公顷，转为建设用地的耕地51.24 万公顷①。农用地转为建设用地常会牵涉土地所有权由集体向国有的单向流转，征收则是这一流转的实现形式。近年来，因农地征收带来的各种问题严重影响了社会经济的健康稳定发展，相应的，相关研究也日益深入，关于征收中确定合理的补偿标准成为了研究的焦点之一。目前的研究更多
