公共危机中的公共舆论引导研究 摘 要 随着我国经济的发展，我国的社会形态已经发生了巨大的变化，社会矛盾进一步凸显，公共危机发生的可能性大大增加。公共舆论在公共危机处理中有着重要的作用，其舆论引导能力对危机事件的处理有着重要的意义。能否对公共舆论进行合理引导与管理是当前我国政府面临的众多挑战之一。 本文通过对我国公共舆论的引导和管理发展过程进行研究和分析，并结合当前的社会形势，提出了在新形势下如何有效对公共危机中的公共舆论进行合理引导的新思考。本文首先对公共危机和公共舆论的基本概念进行了界定，其次对我国的公共舆论管理历史进行了梳理，并分析了我国当前公共舆论引导和管理中所面临的环境变迁，以及带来的挑战。并在此基础上，给出了我国公共危机中的公共舆论引导和管理的相关对策和建议。 关键词：公共危机；公共舆论；舆论引导 Research of Public Opinion Guidance in Public Crisis Abstract With the development of Chinas economy, Chinas form of society has undergone tremendous changes. Social contradictions further highlight, the possibility of public crisis is greatly increasing. Public opinion plays an important role in the treatment of public crisis, and its ability to guide public opinion on the handling of crises of great significance. Whether reasonable guidance and management of public opinion is one of the many challenges our government is facing now. In this paper, research and analysis of public opinion guidance and management of the development process is given. Proposed in the new situation, how to effectively guide public opinion in the public crisis reasonably. And firstly defined the basic concepts of public crisis and public opinion, followed by the history of public opinion management of the sort. Analysis of public opinion guidance and management in the face of environmental changes is also given is this paper, as well as the challenges of it. On this basis, the countermeasures and suggestions of guidance and management of public opinion is given.
