南通市网上村村通平台建设存在的问题和对策.docVIP

摘 要 近年来，电子政务在中国已经比较普及，但地方政府部门注重电子政务建设的同时，却忽略了农村的信息化建设。目前，农村的信息化建设基本上还是一片空白，除了配套的硬件设施以外，软件的配套几乎没有。随着越来越多的大学生加入到农村建设中来，大学生村官已经成为中国农村建设的一道亮丽的风景线，不仅在很大程度上缓解了大学生就业压力，也推动了农村新知识，新技术的应用。南通市委组织部结合这一状况，贯彻落实发展新农村的思想，通过发挥大学生村官优势，为南通市地区打造了一个网上村村通平台，让知识下乡，把电子政务推广到每个村，社区，实现农村和城市紧密集合的新农村。 如何更深刻地理解和认识农村电子政务的目的、作用，如何更科学合理地开展和发展这项工作，正成为政府领导人、电子政务建设管理者、IT业界人士乃至社会公众日益关心的问题，它迫切要求我们从理论和实践上积极探索、总结经验。本文基于在南通地区农村长期调研结果为研究背景，讨论目前南通网上村村通电子政务建设的现状及其存在的问题，并给出相应的对策，以对南通网上村村通的发展提供一些参考。 关键词：网上村村通，存在的问题，应对措施 Abstract In recent years, e-government has been very popular in China. However, as the local government pay much attention to e-government, they have overlooked the information construction in the rural areas. Actually, its development is like a blank sheet at present. Many hardware facilities have been provided by the government, but there is almost no matching software. With more and more university graduates joining in the rural construction, the student village officials have been a wonderful landscape in the development of Chinese countryside, which not only ease employment pressure from university graduates, but also help put new knowledge and new technology into use. According to the actual fact, organizational department of Nantong municipal committee implement the spirit of developing new countryside. By making use of the advantages of student village officials, an online platform to every village has been founded in Nantong region. The platform brings science and knowledge to villagers and makes every village and community have access to e-government, which will speed up building a new socialist countryside.
