“城中村”土地股份合作制绩效分析 —以北京北郝村实证研究为例 周君，卫晓 （北京大学城市与环境学院城市与经济地理系，北京 100871） 提要：研究基于实证的角度，剖析了北京市郊土地股份合作制的改革过程和运作机制，通过对土地股份制内在机理和利益群间交互作用的解构，获得对股份制制绩效的综合评价，并提出进一步完善的建议。研究系统的主体框架分为利益构面和权利构面两个层次，利益层面上，对收入分配形式和分红收入总量进行了分析，研究结果表明，股份制改革实现了收入分配的“公社化回归”，从总量上看，在双重约束下分红收入保持持续增长；权利层面上，对股份制框架内的产权情况和改革及运营中相关利益群体的博弈机制进行了分析，研究发现，通过“地权”向“股权”的转化，实现了产权的硬化，但仍具有一定的残缺性，干间及干群的博弈过程反映出股份制中存在的强烈的行政色彩，干群矛盾在股份之下得到缓和，但相互间沟通与信任仍旧缺乏。 关键词: 城中村；土地股份合作制; 绩效 Analysis on the Performance of Community-owned Land Share-holding System in Urban Village Jun Zhou, Xiao Wei (College of Urban and Environment, Department of Urban and Economic Geography) Abstract: Based on field study, the research analyzed the process of Community-owned Land Share-holding System (CLSS) reform as well as CLSS’s operating mechanism. By deconstructing the inner structure of CLSS and examining the interactions between different interest groups, the study eventually draw the overall evaluation of the CLSS performance and proposed suggestions for further perfection. The research was done from two main aspect-direct benefits and inner rights. On the benefit aspect, under the reform of CLSS, income distribution accomplished the “return of communization”, besides, the income keeps increasing but within certain restrictions. On the right aspect, the former vague ownership of land was replaced by clear interest but the property is still incomplete. What’s more, when analyzing the interaction between cadres and masses as well as between leading bodies in different levels, influential administrative forces were found. The contradiction between cadres and masses were relieved to some degree but further communication and trust should be promoted.
