To improve the enterprise resource utilization and shorten the cycle of the whole project portfolio, this paper considers synthetically the two constraint relation to determine the order of these assignments. Through the design structure matrix (DSM) considering these two kinds of constraint relation of the assignment, the project portfolio information, resource utilization information, and the constraint relation of information and resource in these assignments are fully reflected in such a single matrix, to make project portfolio management schedule more rational and operability.
