3 人的全面发展视域下的农村人力资源开发研究 摘要 我国是一个农业人口大国，我国的农村人口数量庞大，农村的发展水平很不 平衡。马克思主义人的全面发展观要实现的是全社会全体人的发展。从我国的国 情上来看，农村人力资源开发问题是我国实现人的全面发展的基础。借鉴国外农 村人力资源开发的经验，大力发展我国农村教育，促进农村劳动力转移，完善农 村社会保障制度，全面提高农村人口素质，才能使我国大量的农村人口变成农村 人力资源，使我国由人口大国变成人力资源强国。胡锦涛在党的十八大报告中指 出，解决好农业农村农民问题是全党工作的重中之重。开发农村人力资源是实现 人的全面发展的重要阶段，是针对我国长期落后的农村社会经济状况提出来的， 是实现人的全面发展的必然要求。因此，从人的全面发展观的角度看待开发农村 人力资源问题，通过了解我国的农村教育状况，且以牡丹江市农村人力资源开发 的状况及成效为例进行分析，为探索我国农村人力资源开发问题提供对策和思 路，开发农村人力资源，实现人的全面发展。这一研究有利于增加农民收入、满 足农民物质上和精神上的要求，有利于加快我国城乡一体化建设的步伐，全面推 进我国社会主义现代化建设。 本文以农村人力资源开发为基础，结合人的全面发展观，对农村人力资源 开发的状况进行研究，分析出我国农村教育培训、劳动力转移和社会保障制度中 存在的问题，并以牡丹江市农村人力资源开发的状况为例，总结出农村人力资源 开发所取得的成效及存在的不足，比较国外农村人力资源发展的状况及经验，基 于国外比较的情况，找出我国农村人力资源开发的相应对策。 关键词: 人的全面发展；农村人力资源；开发 4 The Study of Rural Human Resouce Exploitation from the Perspective of the All-round Human Development Abstract China is an agricultural country with a large population. Due to the large number of Chinas rural population, the level of rural development is not balanced. The view of mans all-round development in Marxism is to realize the development of the whole society and all the people. From the situation of our country’s point of view, rural human resource development in China is the foundation of achieving the human comprehensive development . From the experience of foreign rural human resource development, developing the rural education, promoting the transfer of rural labor force, improving the rural social security system, and enhancing the overall quality of the rural population, we will make our country from a country with a large number of rural population into a country with rural human resources.
