安徽省新型农村社会养老保险问题的研究.pdf

摘 要 摘 要 农村社会养老保险是我国社会保障体系的重要组成部分，亦是我国社会保障体系建 设中最薄弱的环节，我国于 2009 年开始在全国范围内实施新农保试点。安徽省积极推 进新农保的试点工作，先后试点三批，各试点地区针对自身状况纷纷出台了新农保实施 细则，但由于试点的时间短，制度设计还有待完善。 本文通过对大量的相关资料的搜集与总结，归纳了我国农村养老保险的发展历程并 在此基础上，着重分析了安徽省农村养老保险发展的历史及新农保的发展现状，它共经 历了五个阶段，即：起步阶段、发展阶段、整顿阶段、新农保探索阶段和新农保发展阶 段。历经 3 年有余的试点，安徽省新农保试点取得了一些成效，参保人数增加，覆盖范 围扩大，各试点地区的参保率在不断的提高，但也存在着很多的问题。为了总结安徽省 新农保制度运行中存在的问题，本文通过设计调查问卷及实地采访的方式，结合相关数 据总结出安徽省新农保制度运行中存在着制度设计不完善，筹资中的集体补助明显不 足，养老金水平太低，无法满足老年人的基本生活；地方政府对新农保政策的宣传力度 不够以及新农保基层机构的服务力量不强等问题。 最后，针对新农保制度运行中存在的问题提出了相关的对策，即必须完善新农保制 度设计，加大对贫困县的补贴，尽快设计出提高缴费档次及缴费年限的缴费制度；加大 地方政府对新农保的宣传力度，因地制宜采取多种宣传方式，以及要提高新农保基层机 构的服务能力。 关键词 新型农村社会养老保险 安徽省 最低个人缴费率 最高个人缴费率 I Abstract Abstract Rural social endowment insurance is an important part of Chinas social security system, it is also the weakest link in Chinas social security system.
