Applying the multiple-case study method and centering on the two key questions of CAS projects in China’s current situation， namely “governance attributive characters” and “the division of governance structures”， our paper constructs a governance intensity measure model and builds up the correlation between governance intensity and governance structure based on identifying governance activities of CAS projects. The study concludes that governance structures of CAS projects should be divided into weak， medium and strong ones. Besides， the connotation and extension of each type are analyzed by the measuring results. The corresponding governance links and stakeholders of various structure types from the weak to the strong are gradually increasing. The waste of resources can be reduced and the efficiency of CAS projects be improved if we can effectively focus on the corresponding governance links and stakeholders. 　　Key words：construction-agent system； project governance； governance structure； governance intensity； project governance stakeholders； project governance activities 　　1 引言 　　以《国务院关于投资体制改革的决定》的颁布为标志，“代建制”在我国正式起始推行。实践表明，代建制通过委托专业的项目管理公司代理完成项目业主的管理职能，促使政府将项目建设管理职能剥离出来，顺应了我国政治与经济全面深化改革、转变政府职能的时代要求。近年间，我国公共项目投资的持续快速增长，一方面为代建制提供了良好的实践背景，另一方面要求代建制项目采用更合理的治理结构，最大程度地满足社会公共利益诉求。 　　随着全球范围内对公共项目治理的热议，代建制已成为项目管理的热点领域，为将其更好地
