I 内 容 摘 要 资源配置中的流动性原则是市场经济的重要原则之一。如果资源不能在地区之间 和行业之间顺畅地流动，就不能实现资源的有效配置，就不能形成健全、统一、开放 的市场体系，也就阻碍了社会主义市场经济体制的建立和完善。垄断是阻碍资源流动 一种表现形式，行政垄断是垄断中危害性最大的一种，其不仅在经济上造成资源配置 效率低下、阻碍市场经济秩序的建立等不利影响，而且导致收入分配不公、政治腐败 等不良社会后果。目前，行政垄断在我国不仅存在，而且其范围不断扩大、内容和花 样不断翻新、手段更加多样化、更具隐蔽性。所以，改革起来难度最大、争议最多、 进度最慢、效果最不理想。如果说市场经济中资源配置的流动性原则是打破行政垄断 内在的合理性要求，那么现实中存在的严峻问题则是打破行政垄断外在的紧迫性要求。 打破行政垄断问题是中国经济市场化过程中最为活跃的研究课题之一，也是当前 中国政治体制改革和经济体制改革的焦点。因此，以马克思主义经济理论为指导，借 鉴西方经济学的有关垄断理论，紧密结合中国经济市场化改革的进程，对行政垄断现 状、成因、以及危害进行研究，并且在有理论支撑的前提下提出打破行政垄断的对策 具有重要的现实意义。 关键词：行政垄断；资源配置效率；市场化 II Abstract The movement principle in the allocation of resources is one of the important principles in a market economy. If resources can not flow smoothly between the regions and among the trades, the efficient allocation of resources will not be achieved, and a sound, unified and open market system can not be formed, which will hamper establishment and improvement of the socialist market economic structure. Monopoly is a form of expression impeding the flow of resources, and the administrative monopoly is the most harmful. It not only leads to inefficient allocation of resources and hinders the establishment of the market economic order, and so as other adverse effects economically, but has also led to the inequitable distribution of income, politics corruption and other negative social consequences. At present, the administrative monopoly not only exists in our country, but continuously expand its scope, content and pattern constantly refurbished, means more diversified, more covert. Therefore, reforming it is the most difficult and controversial task, and the slowest progress and the worst effect is achieved. If it is said that the movement principle in the resources allocation of a market economy is the reasonableness and the inherent requirements of breaking the monopoly, then the grim reality is the external and urgent request of breaking it.
