了我国现行水价面临的问题； 第四部分介绍了城市市政公用行业定价的一般理论，通过对比分 析其在水务行业的应用情况及特点，提出了我国供水定价模式选择的 建议： 第五部分通过对我国现行水价改革所面临的主要障碍的总结分 析，指出了国家对城市水价改革的政策引导，结合国外城市水价管理 的先进经验和普遍定价理论，借鉴张家口市城市水价改革的成功范 例，提出了推进城市水价改革的具体策略； 第六部分通过论述我国市政公用行业市场化面临的主要矛盾，分 析国外市政公用行业市场化发展进程，提出了水务行业市场化的原则 和目标并在此领域进行了一定的探索。 本人结合自身的工作经验，在查询了大量统计数据、文件、文献 资料的基础上，运用相关理论，对我国水价改革和水务行业市场化提 出了一些探索性的建议。在我国积极促进水务行业市场化和水价改革 的形势下，本文具有一定的现实意义。但是由于本人时间仓促，水平 有限，错误和遗漏之处在所难免，在此敬请大家谅解。 本文的撰写，得到了指导教师彭韶兵教授的悉心指导以及西南财 经大学担任MBA课程的授课教师的大力支持才得以如期完成，在此 谨向他们表示衷心的感谢! 主题词：水资源水价水价改革水务行业市场化 Abstract Water is the vital foundation for human·beings’life，production and important natural resources of any nations．Problems of water resources have drawn world-wide attention，for their influence not only has restricted the sustainable development of the modem society,but also has become the most important problem of global resource environment in the twenty-first century,which directly threatens living and development ofhuman beings． Water industry is one of the significant components of public utilities，the carrier of urban economy and social development，has directly relation to public interest，life quality of people，sustainable and social development of urban economy．With the further development of socialist market-orientated economy,the long-time applied，government subsidized low price water policy has generated little profit,being noticed a heavier and heavier burden of water industry in China．On the other hand，the low price water policy finds it difficult to establish water saving concept among consumers，causing low water consumption efficiency and waste of resources which restrict the development of water industry． It iS obvious that reform ofwater price， market orientation ofthe water industry and establishment of reasonable water pricing system is the urgent requirement for positive development of the industry,sustainable use of water resource and insurance of social development． Participated in the implementation of Sichuan Urban Water and Waste Water Resou
