Abstract The good ecological environment is the basement of economic development．And at the same time it is the premise condition of sustainable development strategy．As the largest developing country，the nature condition of our country is different，SO the development of different district lose its balance．It leads to complicated environmental problem．It includes serious environment pollution and ecological destruction．The environment problem has hindered the development of our economic production． The environmental problem of our country result in the improper style of economic development．So we must change the traditional style of utilizing natural resources．In order to realize the coordinated development of economy and environment，the government must strengthen environment management and enhance capability of sustainable development． My paper start with the present situation of environment management and make a summary of problem of policy，legal rules，government organization，investment of environmental protection and SO on．By means of analyzing the different reasons and using the experience of other countries for reference，the paper provide some constructive suggestion，such as setting up the concept of sustainable development， growing cimular economy，strengthening environmental legislatures and policy system， enhancing the functions and powers of environmental management structure， encouraging the powers of the masses，opening up different channels to increasing the fund of environmental protection，developing environmental protection trade． Key words：Environmental problem，Government，Environment management， Circular economy 我国环境管理的政府对策研究 引言 人类社会发展至今，在创造了无数物质文明和精神文明的同时，也大大超出了 环境的承载力。当今环境问题已成为人类其同面临的严峻挑战之一，它包括两个方 面，一是生态环境破坏问题，即人类不合理地丌发和利用自然资源与生态环境所造 成的生态环境恶化和生态失衡问题，二是环境污染问题，即人类在商品生产、消费 活动中释放的各种过量的排放物、废弃物已非环境所能l吸收和净化，从而毒化和污 染了自然环境，引起环境质量的恶化。 我国作为一个发展中的大国，在经济取得高速发展的同时，全国环境形势依然 相当严峻，相当多的地区环境污染和生态破坏状况仍然没有得到改善，有些地方环 境污染和生态破坏还相当突出，成为危害人民健康、制约经济和社会发展的重要因 素。例如，在环境污染方面，全国水、空气、
