Abstract Trade liberalization is one ofthe main trends ofthe economic development in the world．Therfore,the GATr／WTO oppose the protection ofhigh tariff and super- abundant non-tariff barriers(NTns)．ButNTBs arebeingused moreextensivelb,by many countries throughout the world．Because也ey are more covert and flexible than溅Quota＆license are the two major nontariffbarriers．In order to fit its foreign trade methods and a variety oftrade laws weH to the customs of inter national trade,China has reformed the foreign trade structure since 1980tS．The formational measures inclde reductag tariff and[NTBs in which cutting down the import＆export quotas is the major issue． Chinese government is struggling for the entry of the WTO by the end of 2000．For this purpose,Chinese government has promised the cancellation of most of the import quotas in the sixth year after China enters the WTO．So it is the most emergent problem for Chinese government to cut down the numbers of NTBs in order to meet the requirements ofentering WTO and to Use the limited NTBs betterly to protect domestic industries in the mean time． Based On some related theories of Economics,by applying the methods of quantitative analysis and positive analysis,1 will show my research in this thesis on the reformation and standardization of the quotalicense system in China．Except for introduction(chapter D and summary(chapter V现there are five chapters in my dissertation．In chapterⅡ．1 will show the Wade and welfare effects ofNTBs．Then 1 win look back on the 20-year course ofthe reformation ofthe quotalicense system in China in chapter HL In the forth chapt筐,1 will analysis the problems in the existing quota and license system．I list some related clauses in GATT／WTO and show other nations’practice in the fifth chapter．At last,1 wfll prove that inviting bid is the best way to standardize the quota＆license system in China,and find out countermeasures to tackle the problems which occur iⅡthe testing allocation of export quotas b
