青海省海东地区农业产业化发展研究 摘 要 我国是一个农业大国，农业的发展状况直接影响到整个社会的稳定与发展。 中央从 2004 年起已连续六年出台“三农”一号文件，反复强调农业的基础性地 位，强调农业、农村、农民问题是全部工作的重中之重。农业产业化作为农村经 济体制改革的重大创新，是农业结构战略性调整的重要带动力量，已成为推动传 统农业向现代农业转变，实现农业最大效益的必然选择。近年来随着西部大开发 政策的深入实施，政府以经济结构调整为目标的政策引导，改善了区域内发展环 境，青海省农业产业化初步具备了外部环境和体制条件。海东地区位于青海省东 北部，因地处青海湖以东而得名，东西处在西宁与兰州之间，南北处于黄河和湟 水河流域之间，是青海省农业自然生产条件相对较好的地区。2008 年全区农村 人口为 134万，耕地面积为 301万亩，是青海省最大的农业区。在现阶段加强农 业产业化问题研究，进一步推进青海省海东地区农业产业化发展，在对推动青海 全省农业和农村经济，促进农民增收，建设社会主义新农村方面具有重要的现实 意义。 本文主要采用文献研究法、实地调查法、实证分析等方法，充分借鉴、吸收 和学习国内外的有关经济理论及最新成果，对青海海东地区农业产业化发展情况 进行调查研究，分析青海省海东地区农业产业化发展的特点与成就。通过建立农 业产业化评价指标体系和综合评价模型，对青海海东地区农业产业化发展水平进 行实证分析与评价，找出存在的主要问题，分析海东地区农业产业化发展的影响 因素，并提出促进青海海东地区农业产业化发展的思路及对策。 关键词：青海省海东地区、农业产业化、 综合评价模型、对策 万方数据 The Research on the Development of Agricultural Industrialization in the East of Qinghai Province Abstract China is a big agricultural country. The development of agriculture has a direct impact on the social stability and development. Since 2004, the central government has issued “the Three Agriculture” No. 1 file for 6 years.
