II 展。 论文的第三部分主要探讨生产力移植的方式，是本论文的重点之一。首先针对西部地 区的环境现状，逐一分析了传统的生产力移植方式在西部运用效果欠佳的原因，并提出了 目前适合于西部的生产力移植的三种有效方式：企业并购、BOT 项目和嫁接改造。本文通 过分析燕京啤酒集团成功并购桂林漓泉有限公司的案例，论证了企业并购在生产力移植中 的有效性。通过企业并购，可以将资金、技术、人才、制度安排和管理等影响生产力发展 的要素从发达国家和地区移植到西部地区。同时，并购后产生的协同效应和战略效应，可 以使企业做大做强，成为当地的主导产业，由此产生马歇尔式的外部经济，促进产业集聚， 从而促进生产力的跨越式发展。 论文还针对西部的具体情况，提出了在西部地区采用企业并购和 BOT 项目进行生产力 移植时可采取的一些重点策略。 论文的第四部分，也是论文的重点。首先概述了西部地区近年来生产力移植在规模和 效益上与东部地区存在的巨大差距，再从投资环境、制度约束和市场经济负面效应三个方 面对西部地区生产力移植的困境进行了分析，并就此提出一些探讨性的对策。 论文的最后一部分分析了西部地区在生产力移植过程中应该注意的一些问题，主要是 技术选择的偏颇，引进技术的消化和创新以及环境文化的滞后，并提出一些政策建议。 本论文的创新点在于分析角度的新颖性。本论文把生产力整个系统作为研究对象，深 入分析生产力移植的内容，系统总结了生产力移植的传统方式及其局限性，提出并论证了 适宜于西部地区采用的生产力移植的三种有效方式。在借鉴、分析和综合前人关于引进资 金、引进技术、引进人才等方面所作出的研究成果的基础上，本文从科技、资金、人才、 制度安排和管理四个方面，比较了西部地区生产力移植在规模和效益上与东部存在的差 距，分析其原因，并提出对策。 关键词：生产力移植；西部地区；跨越式发展；并购 III A Study on Transplanting of Productive Forces and Leap-over Development in Western China Graduate: Yan chun Nong Tutor: Professor Guo ping Wu Major: Marxism Theory and Ideological Political Education Research Direction:Political and Economic Issues of Contemporary China Grade: 2 0 0 3 Abstract In recent years, the disparity of productivity between Eastern region and Western region of our country is extending constantly, have already caused extensive concern of social public.
