II 青海省中小企业成长性评价研究 摘 要 中小企业在增强竞争活力、促进经济增长、优化经济结构、推动技术创新、扩大就 业、增加出口和扩大税源等方面发挥了大企业不可替代的作用。特别是成长型中小企业 在中小企业群体中起着领航的作用。近年来青海省中小企业蓬勃发展有力的推进了经济 的增长。但目前反映我省中小企业基本状况的资料还很少，学术界对中小企业成长性的 评价尚处于商榷阶段。这对从整体上把握青海省中小企业的发展水平，及政策的针对性 带来不利影响。研究青海省中小企业成长性及其影响因素，并提出行之有效的对策，对 青海经济发展具有十分重要的意义。文章从企业的财务指标和一些定性指标入手，构建 指标体系，运用二维判断法与模糊评价法相结合进行评估测算出最终综合成长指标，再 运用主成分分析法对指标提取主成分得出其主要影响因素。根据分析结论有针对性的向 政府和企业给出政策与建议。 要提升青海中小企业成长能力,应发挥政府和企业两方面的作用。就政府而言应转 变对中小企业的观念，充分发挥政府宏观调控作用,为中小企业发展提供良好的外部环 境，努力健全中小企业的社会化服务体系， 建立面向中小企业的融资体系，加大对中 小企业引进人才资源方面的支持；就企业而言要有创新意识,加快机制创新、技术创新、 管理创新，加强资产管理提高资本的运作水平，全面提高企业素质。 关 键 词: 中小企业 成长性 评估 万方数据 III Qinghai SME growth evaluation studies ABSTRACT SMEs and enhance their competitive energy, economic growth, optimizing the economic structure, promoting technological innovation, expanding employment, increasing exports and widening the tax net has played an irreplaceable role in large enterprises.
