ABSTRACT The Chinese new basic old—age insurance system with the main characteristic of combining the all—over social planning with the personal account and the raising fund pattern of the part—accumulation system is on the way to perfection in the revolution．It is extremely important to push enterprise’s revalution，promote economic development and maintain social stabi lization。However，we cannot deny that the present basic old”age insurance system has met a lot of new contradictions and problems in practice，and has or iS threatening the long—term stable opertion of current system．It iS an important and urgent task for the SOCial oid—age insurance work to carry out deeply revolution of Chinese old—age insurance system and make it better． On the basiS of relevent theories about old-age insurance．the author objectively analyses the history，prensence and problems of Chinese basic old—age insurance system．In the author’S opinion，the balance CirculatiOn of Chinese basic old—age insurance fund iS destroyed，the set fair and efficient principle iS not effectively carried out and the basic old—age insurance system is severely challenging．Meanwhi le，through introducing the good experience of foreign aid—age insurance system and combining the national conditions，the author tries deeplY seeking some problems about the revolutions of basic old—age insurance system，such as how to solve existing main contradiction of current basic old—age i nsurance system operat i on，how to both real i ze the secure target of the system and maintain long—term good opertion of the system， Keywords：pension，basic old—age insurance，old—age insurance system Chinese C188sification Number：F842．67 引言 基本养老保险亦称国家基本养老保险，它是按国家统一政策规定强制实施 的为保障广大离退休人员基本生活需要的一种养老保险制度。在我国，90年代之 前，企业职工实行的是单一的养老保险制度。1991年，《国务院关于企业职工养 老保险制度改革的决定》中明确提出：”随着经济的发展，逐步建立起基本养老 保险与企业补充养老保险和职工个人储蓄性养老保险相结合的制度”。从此。我 国逐步建立起多层次的养老保险体系。在这种多层次养老保险体系中，基本养老 保险可称为第一层次．也是最高层次。有关资料显示，我国老年人口赡养率将在 2010年达到18．08％，2030年达到34．79％，2040年达：至1J37．9％，人口老龄化将大幅 度地增大
