Abstract As all important approach to getting rid of management difficulties，technical innovation of enterprises has a bearing on sustained，healthy development of national economy and local economy．It IS a pressing task to investigate the present condition of Hebei technical innovation，analyze problems existing， explore new ways and establish a mechanism which conforms to Hebei economic and technical development．To fit in with that need，applying for the first time basic theory and research methods of modem economics，this thesis discusses the idea of technicalinnovation，its characteristics，procedure，paaem，and advances the model ofpromoting technical innovation． On the basis of theoretical analysis，three representative modes of technical innovation：AmeriCan，Japanese and South Korean，are compared laterally．The thesis sets forth law of the development of technicalinnovation in developed countries from which some inspirations have come to Hebei；elaborates what kind of influence iS produced on technical innovation by overflowing effect through mathematical models；has a comparative analysis ofthe present condition of Hebei technical innovation by way of statistic analysis．It also discovers problems existing：1．enterprises are short of impetus to pursue technical innovation；low-level repeated construction of technical development setup；slow growth of technical development outlay doesn’t meet the demand of new prgduct development；the problem of short-term action iS serious．2．the ardour of joint innovation of scientific research institution，colleges and universities iS not hi曲； inadequate capacity of gearing to market；emphasizing study on theory instead of study on application，which and technical innovation are vulnerable spots to scientific research institution．colleges and universities；lack of cognition of market．3．economic system，scientific and technological system and educational system don’t adapt to the integration ofproduction，investigafion and application． Hebei econom
