欧洲债务危机的成因及对策 摘　要 美国次信贷危机刚刚过去，全球经济尚处于复苏阶段，而欧洲债务危机却再次将世界经济拖入泥潭。欧洲债务危机可以看作是此次危机的延续，长期以来，欧元区许多国家，如希腊，由于公共事业开支巨大，福利过高，导致它的财政赤字过大，而它的实体经济早已经衰退，只不过这些问题一直被其长期的低利率政策掩盖。美国金融危机爆发后，其财政收入大幅下降，无法偿还财政赤字，债务危机由此爆发。 危机发生后，引起了各方的关注，欧洲各国共同探讨对策。最后采取了以下措施：第一，银行增资，防止债务危机导致银行倒闭，稳定经济；第二，债务重组，对希腊的债务进行减记；第三，成立救助基金，给危机严重的国家提供救助；第四，对于危机严重的国家让其实施紧缩的财政政策，削减财政支出。以上措施都是从资金方面予以救助，在我看来，要真正走出危机，必须重振实体经济。上述措施实施后，也确实起到了作用，但是能不能真正的使欧洲各国摆脱危机，还要等待时间的检验。 关 键 词：欧洲债务危机，债务重组，金融危机，救助基金 The European debt crisis causes and countermeasures ABSTRACT The United States financial crisis just in the past, the global economy is still in recovery phase, and the European debt crisis but again the world economy into the pool.
