中等职业教育的发展，为社会经济发展提供足够的、优秀的中等技术人才，是目 前番禺经济发展所要思考的问题，也是我研究此题目的初衷，特别今年有关部门 准备在本地区中职里实行职教集团，职教集团能为番禺中职教育带来了什么样的 新发展方向或机遇呢，笔者也想作一个探索研究与思考。 关键词： 职业教育中等职业教育 职教集团 II Problems and Solutions of Secondary Vocational Education Development in Panyu，Guangzhou Major：Public Administration Master：Luqinghua Supervisor：Vice-Professor Zhuyapeng Abstract Vocational education is ail important component of our national education．It is an important symbol of measuring a country’S modernization level，and it is also an important way to promote economic development，social development and employment．In 2005，Our State Council’S documents((The decision of developing vocational education vigorously》indicated：To develop vocational education vigorously．According to this，the government of the pearl river delta made{Planning guidelines of reform and development in the pearl river delta(2008—2020)))，which required‘To build the pearl river delta鹪our country’S important vocational education base in the south’．Panyu is in the south of GuangDong．It lies in the Centers ofthe pearl river delta．Its vocational education development has positive and representative significance of this part． Secondary vocational education is basic in the system of vocational education．It is the important component of vocational education．It maillly trains front—line skilled personnel for productions and services．It is the cradle for training front-line personnel required in socio-economic development，and the important base of training skilled personnel for modem society．It also plays all important role in training high-calibre workers and qualified talents in the countryside． Nowadays Panyu is in the particular economic transition，its urbanization carries forward in high-speed．Here,the three dimensional rural issues are waiting for being III solved，industrialization enters the middle stage，urbanization becomes faster,rural laborer shifts greatly,just because of these background，secondary vocational education is even more crucia
