Abstract
Suburban area js 10cated between city and countryside．whicb develops from but is
different from the countryside．The special geographic and economic conditions decide the
particularity ofthe construction of ruling by Iaw of suburban area．which is distinct from that
of the countryside and city Meanwhile．suburban area ia an important Iink between city and
countryside，for the construction of ruling by law of suburban area call adopt the experience
of the construction of ruling by law of city,and has demonstration effect on the construction
of ruling by law of countryside．Based on this．this thesis takes the construction condition of
ruling by law ofChengdu suburban area as research subjecL and makes fact-basing discussion
of the problems during the construction，the causes of the problems and the improvement
steps．in ordor to further ireprove the theoretieaI research and practieal exploration of the
construction ofruling by law of suburban．
Based on the explanation of the concepts and theories as ruling by Iaw,the construction
of ruling by law,the construction of legal system，suburban and so on，this thesis investigated
the current situation of the construction of ruling by law of Chengdu suburban area from four
aspects of the construction of behavior norms．the consciousness of ruling by law of the
corpus，the exterior environment of ruling by law and the autonomy of the villagers．And it
pointed out the outstanding problems during the construction of ruling by law of Chengdu
suburban area as foIlows：The construction of the institution 1ags behind．The consciousness
level of ruling by law of the corpus is comparably not high．The legal administration of the
countryside and town governments is superficial．The autonomy of the villagers is full of
contradiction．And the werk of law popularization is unilateral．The causes of these problems
are in many ways，mainly in three profound reasons hereinafter：The Iow economic
