新疆昌吉州草畜联营合作社绩效评价研究 摘要 在包括新疆在内的我国广大草原牧区，草原畜牧业已成为增加农牧民收入，实现农 业可持续发展的重点支柱产业。但在其发展过程中，草原牧区的生态保护和牧区农牧民 的增收之间的矛盾也越来越突出，并随之暴露出了许多新问题。由此，如何使其实现可 持续发展也越来越受到人们的重视，并不断尝试各种创新解决途径。其中，牧区农牧民 自主建立的形式多样化的合作社已经成为一种重要形式。在此背景下，农牧结合特点突 出的新疆昌吉州于2012年率先成立了草畜联营合作社，并取得了初步成效。随着这一 新型组织模式的发展壮大，如何全面、客观地评价其运营管理状况也就显得尤为重要， 拥有一套科学的绩效评价体系将具有重要的现实意义。 本文首先以马克思主义合作经济理论、交易费用理论、产权理论、产业组织理论及 制度创新理论等作为主要理论分析工具，探讨了合作社制度的特性，分析了研究主体的 形成动因。其次，从产生背景、组织管理模式、创建类型及取得的初步成效等几个方面 论述昌吉州草畜联营合作社的发展现状。在此基础之上，结合草畜联营合作社的实际运 营状况，在“三重绩效理论的基础之上，初步构造了针对其组织绩效评价的体系框架， 并利用因子分析法，根据实地调研数据对该评价体系进行了验证，结果表明：该体系是 较合理的。然后，通过抽取14家草畜联营合作社作为样本对象开展实证探讨，研究结 论证实：大部分合作社的绩效水平都可以达到及格，但组织建设还有许多亟需完善之处， 有较大的提升空问，并且其运营绩效水平也呈现出一定的发展特征。根据绩效评价结果， 本文对影响合作社绩效水平的各因素进行了分析，并总结出合作社目前发展所面临的主 要问题。最后，就加快草畜联营合作社健康发展提出了几点切实可行的对策建议：加强 金融支持，增加科技投入，发挥规模优势，强化组织管理，完善利益分配，推动产业融 合。 关键词：草畜联营合作社；绩效评价；昌吉州 纛 万方数据 The Research on Cooperative’Cooperatlve in Performance Evaluation of Breeding Pool hangji Autonomous Prefecture of Xinjiang Abstract Grassland animal husbandry has become the key pillar industry for increasing the income of farmers and herdsmen，and realizing the sustainable development of agriculture in Chinas vast prairie areas， including Xinjiang．But in the process of its development，the contradiction has become more and more prominent between grassland ecological protection and the income offarmers and herdsmen，and then there are many new problems exposed．Thus，the sustainable development of grassland animal husbandry is drawing people’S attention，and we are trying to find various innovative solutions constantly．Among these solutions，the cooperatives of diversified forms that established independently by farmers and herdsmen in pastoral area have become important forms．Under this background，Changji autonomous prefecture of Xinjiang with characteristics of combination with the agricul．ture and animal husbandry has set up the breeding pool cooperatives firstly in 20 1 2，and has achieved initial results．So how to evaluate its operation management situation with the
