合肥市科技创新电子政务平台绩效评估研究 II 的绩效评估管理来对电子政务建设过程表现及成效进行客观、公正、准确的 综合评判。 而科技创新电子政务又是电子政务体系中十分重要的一个环节，对民众与科 技创新电子政务平台的满意度成因的研究和探索对于我国更好的加快向“服务 型政府”的转型具有重要的意义。 本文以对科技创新电子政务平台的绩效评估机制和构建进行了探讨。本文的 研究内容包括： 第一部分，阐述了本文的研究背景与电子政务对于现阶段政府转型的意义， 并提出研究目标。 第二部分，对关于电子政务平台的论述、平台绩效的研究，以及将电子政务 绩效管理理论应用于电子政务中的相关调查方式进行回顾，并据此确定本文的研 究方法和依据。 第三部分，将科技电子政务的服务归纳为：“电子服务”、“电子行政”、“电 子参与”三大方面，结合统计分析模型，研究电子政务创新服务中三个方面与顾 客诸变量之间的相关性以及各方面因素对总体平台绩效的影响。 第四部分，依据上述体系建立研究模型，并通过问卷调查的形式收集数据， 确定诸因素之间的相关系数，得出科技创新电子政务平台绩效评估的各个构成要 素，并确定各要素的权重。 第五部分，根据问卷调查所获得的数据，对科技用户在科技创新电子政务服 务中对科技创新电子政务平台的评估进行研究，了解科技创新电子政务平台与用 户之间的相互关系，并据此对我国电子政务信息化的发展阶段、用户特性等方面 情况得出结论。 第六部分，根据研究结论，就如何提高科技创新电子政务平台绩效评估管理 的问题提出一套具体措施。 【关键词】电子政务；科技创新；绩效评估；绩效指标；用户调查 摘要 III Abstract As information technology continues to progress, and information technology applications in the government sector continued to deepen, to e-government development, has become a global trend in the information age.
