摘  要 党的十七大报告提出“统筹城乡发展，推进社会主义新农村建设”的宏伟目标。同 时提出“建立以工促农、以城带乡长效机制，形成城乡经济社会发展一体化新格局”， 城乡一体化建设被提到重要日程。2008 年 10 月党的十七届三中全会审议通过了《中共 中央关于推进农村改革发展若干重大问题的决定》， 对农村改革发展做出了新的战略部 署，开启了城乡一体化发展的新时期。 基本公共服务均等化是城乡一体化发展中的重要内容，城乡一体化机制的基本建 立，关键环节就是实现城乡基本公共服务均等化。现阶段，河南省城乡一体化进展速度 缓慢，其主要原因是基本公共服务非均等化，这已成为河南省经济社会发展各种矛盾的 焦点。在某种程度上，基本公共服务的非均等化既阻碍了河南省城乡一体化的发展进程， 也影响了河南省和谐社会的构建。 实现城乡基本公共服务均等化，切实提高农村地区的基本公共服务建设水平，不仅 可以提高农民的生活水平，还利于民，也是推动城乡一体化发展，推进现代化建设整体 布局的重大方略。本文旨在通过对河南省城乡一体化进程中基本公共服务均等化问题的 研究，为我省城乡一体化进程中更好的实现基本公共服务均等化提供一些有益的探索和 启发。 本文基于近年来河南省在政策资源分配的不均等、基础设施建设投入悬殊、教育资 源分配严重失衡、医疗卫生资源配置不合理及社会保障不均等等现状，阐明了当前实现 基本公共服务均等化的必要性和紧迫性，提出了河南省城乡一体化进程中实现基本公共 服务均等化建设的几点对策。 本文研究内容共分为三部分：一、概念界定与理论基础；二、河南省基本公共服务 均等化现状剖析；三、河南省城乡一体化进程中实现基本公共服务均等化的对策。 关键词：城乡一体化，基本公共服务，基本公共服务均等化 I ABSTRACT The report of the 17th National Congress of the CPC pointed out:“Making overall plans of urban-rural development, accelerating construction of new socialist countryside”, it also put forward “Implementing a policy of getting industry to support agriculture and cities to support the countryside， forming the new pattern of urban-rural socio-economic integration.” The construction of urban-rural integration was put in an important agenda. The third Plenary Session of the 17th Central Committee of the CPC which was held in October, 2008, approved A Decision on Major Issues Concerning Rural Reform and Development, made a new strategic plan on rural reform and development, opening a new era of urban-rural development. The equalization of basic public services is the important part of urban-rural integration. Nowadays, the speed of urban-rural integration in Henan province is very slow, the reason is the non-equalization of basic public services, which became the focus of various contradictions of social development.
