中国工业碳排放经济绩效及其影响因素研究 　　摘要：在全要素分析框架下运用序列DEA方法，结合碳排放影子价格信息，构建了全要素碳排放经济绩效模型，对2003～2010年我国省级工业碳排放绩效水平及可能的影响因素进行探究。研究显示：我国工业碳排放经济绩效整体上保持增长趋势，但尚处于较低水平，就增长幅度而言，东部最大，中部次之，西部最小；规模、产权结构、技术进步、重型工业化、环境规制、能源消费结构及对外开放等因素对碳排放经济绩效起到显著而又复杂的影响。 　　关键词：工业；碳排放经济绩效；影响因素 　　中图分类号：F205；F425 　　文献标识码：A文章编号：1001-8409（2014）11-0030-05 　　Research on Economic Performance of Industrial 　　Carbon Emissions of China and Its Affecting Factors 　　ZHA Jianping1， FAN Lili2， GAO Min3 　　（1. School of Business Planning， Chongqing Technology and Business University， Chongqing 400060 ） 　　Abstract： 　　This paper constructs a model on economic performance of carbon emissions with sequential DEA and shadow price of carbon in the totalfactor analytical framework， evaluates the industrial carbon emission performance of Chinese 30 regions during 2003 to 2010，and analyzes its affecting factors. The results show that the carbon emissions economic performance is at a low level， where exists the condition of “eastern region midland western region”. As for the affecting factors， enterprise scale， stateowned property structure， technical level， industrial structure， environmental regulation ，energy consumption structure and foreign capital play a significant impact on the performance. 　　Key words： industry； economic performance of carbon emissions； affecting factors 　　1引言 　　作为世界上最大的发展中国家，中国尚处于工业化中期阶段，工业碳排放量急剧攀升，我国政府所面对的减排压力也越来越大。2009年，中国政府正式对外提出了控制碳排放的具体行动目标，即到2020年，单位国内生产总值碳排放量比2005年下降40%～45%。现有工业领域碳减排主要存在两种思路：一是碳排放绝对量缩减，二是碳排放绩效提升，前一种思路会对工业经济形成硬性约束，不利于国民经济发展及社会进步，亦与人类的生存权、发展权相背离，而后一种思路的关键在于在碳减排与工业经济发展之间取得平衡。合理、科学地评估与分析中国工业领域碳排放绩效水平及其可能的影响因素可以为中国工业领域碳减排工作提供参考，因而具有重要研究价值。 　　迄今为止，已有部分国内外学者利用不同方法或指标对碳排放绩效测度进行了研究，这些测度方法与指标主要分为两类：一是单要素碳排放绩效指数，譬如碳化指数、碳排放强度、碳生产率等；二是全要素碳排放绩效指数，譬如全要素碳排放综合绩效与全要素碳排放相对绩效等。Kaya、Mielnik、Ang、何建坤
