毛泽东思想和中国特色社会主义理论体系概论 论中国矿难频发的原因及应对措施 The analysis of reasons for the Chinese frequent mine disasters and countermeasures 第一作者： 王 枭 班 级： 商英12-2 学 号： 120934202 摘　要: 煤矿工人是工业文明进程的典型代表，中国矿工在某种意义上开启着中国工业发展的“蒸汽机”。他们苦难而深重的历史与煤炭行业的发展相伴相生，催生着中国工业向前发展。但是随着煤炭行业的繁荣，煤矿安全事故十分频繁。死难者数以百计的特大矿难一而再、再而三的发生，使得媒体民众对矿难的心理承受能力逼近了底线。人们不禁要问，究竟是什么原因造成了如此频发的矿难？ 从表面上看，矿难频发有新闻自由度高、安全生产基础差、法制意识淡薄以及矿工维权这四大原因。但倘若作进一步思考，就会发现他们背后有诸多深层次的原因，如管理者认识上的误区、经济粗放型增长、监管机制不合理、教育国策失误、煤矿的承包期短等等。 笔者首先会分析中国煤矿生产现状，再通过与西方发达国家对比以及具体的实例来分析中国矿难频发的表层和深层原因。最后结合国外煤矿安全管理的先进经验和我国国情,给出相应的解决措施。 Abstract: Coal miners is a typical representative of the industrial civilization process, Chinese miners, in a sense, are “steam engine” which opened with Chinas industrial development. Their long-suffering is along with the development of the coal industry. Their efforts push the Chinese industry forward. But with the prosperity of the coal industry, coal mine accidents are frequent. Hundreds of large mine victims frequently showed up in the public, impacting people’s mental capacity. People will ask, what is the cause of such a frequent coal mine? On the surface, mine disaster has four main reasons: high degree of press freedom, poor production infrastructure, poor awareness of the legal rights of miners. But if making a further thinking, you will find there are plenty of deep reasons behind them, such as wrong understanding of the management, extensive economic growth, unreasonable regulatory mechanism, short-term mining contracting, and so on. The author first will analyze the current situation of China coal production, and then analyze China mine disaster causes through comparison with Western countries as well as specific examples. Finally, I will combine Chinas national conditions with the advanced experience of foreign coal mine safety management to give the appropriate solutions. 关键词: 矿难事故；安全生产； 西方矿业经验； 应对措施 Key words: Mine disaster, safety production, western mining experience,
