A flyover connecting higher vocational colleges with colleges and universities
【摘要】 The educational system of TAFE colleges in Australia is based on the concept of lifelong learning which aims to foster students learning ability throughout life. This kind of advanced institutional system might connect higher vocational colleges with colleges and universities. The use for reference of the Australian credit transfer system agreed by TAFE colleges and universities may provide successful experiences and models for Chinese higher vocational colleges. It may promote the development and cooperation between higher vocational colleges and universities in China.

1.The current situation of the Chinese educational system:
Generally speaking, from a historical point of view, in China, affected by the restriction and influence of planned economy the higher vocational education and technical college education have been recognized as the finality of learning for quite a long time. But most of the vocational colleges and technical institutions refuse to provide their graduates with further learning or formal academic education. This inherent educational system may easily bring about a blocking-up of learning and hold up graduates’ development potentially. The current situation throughout Chinese higher educational area is that the majority of colleges and institutions administered independently refuse to exchange ideas or make an interactive communication with each other, much less recognize credits reciprocally. At present, Top-up Program or Top-up Course afforded officially by Ministry of Education is the only channel for students to upgrade from junior colleges to universities. However, only a few higher vocational college students have that chance to pass the channel and become university students.
