However,in the present stage of the implementation of the policy bias has seriously affect the realization of the quality of public policy and policy objectives. In this paper, the execution of grassroots government public policy interests of the various aspects of the conflict and competition, public policy evaluation system,its own policy factors, the main public policy implementation, monitoring system and policy environment for reasons of public policy execution deviations were discussed, and the corresponding corrective methods, specifically including the process of integrating the interests of all aspects of the implementation of policy, establish a sound public policy evaluation system, the strengthening of public policy-making process more scientific and democratic construction, the implementation of public policies to improve the overall capacity of the main policy implementation, standardize the system of supervision of public policy implementation, to create good public policy execution environment. To explore these areas through to find out the real reason for the deviation of the specific implementation of public policies to improve the effectiveness of policy implementation.
