城乡一体化论文：都江堰市联盟社区失地农民非正规就业研究 【中文摘要】20世纪90年代后期以来,中国进入城乡一体化高速发展阶段。这种快速、大规模、短时期内的城市向外扩张,挤占了大量的农村土地,进而形成了大批的失地农民。而在城乡一体化过程中经济发展的同时,也带动了庞大的农村人口往大城市移动,这些流动人口就如西方国家的农村移民般,或受其人力资本和社会网络的限制,或出于自愿,大部分只能从事非正规经济活动。本文以都江堰市联盟社区从业于非正规就业的失地农民为研究对象,进行了系统和针对性强的实地调研,分析出大多数失地农民从事非正规就业的原因,是由于生活常常处于不稳定状态,这些非正规就业人口无法和整体城市社会产生长期稳定的关系,从而就出现了各种短期的社会行为。在此基础上通过实证研究的数据和现行政策的分析,揭示了基于失地农民这种特殊的社会角色在非正规就业中的特点、影响因素及存在的问题,如在劳动力市场所遭受的差别待遇,在制度上的限制使得失地农民的职业长期在非正规部门流动,劳动关系脆弱,没有稳定的社会保障和收入来源,处于紧张和脆弱的生活状态等。为促进和推动失地农民能长期、稳定和可持续的非正规就业,笔者尝试从被调查的失地农民在非正规就业中的现状、所存在的相关问题和各方面影响因素进行深入的剖析,针对性地提出合理化建议和政策引导,以求实现成都市失地农民就业的综合协调发展。 【英文摘要】In the late 1990’s, process of the integration of urban and rural areas has been rapidly developed. Through this kind of movement, with a great speed and in a large size, lots of rural land has been occupied which leaves amounts of farmers who lose their lands. While economy develops in the process of integration of urban and rural areas, majority of rural population are moving towards cities, like rural migrants in Western countries, and most of them conduct informal economic activities limited by their human resource and social relationship or because they are willing to. The subject of “landless farmers with informal employment in Lianmeng community in Dujiangyan” is discussed as the key point in the thesis. With systemic and overall research on site, it analyses reasons for informal employment of those landless farmers; that is they often live in a unstable state which leads to that a stable relationship can not be formed between informal employment population and the city with several types of short-term society behavior.
