農地重劃對結構變遷之研究陳意昌1 李明儒2 黃俊仁2 鄧英慧2 摘 要 農地重劃為將農地加以重新規劃整理，以區劃整理成標準坵塊，並重新配置農路及灌溉排水系統，使每一坵塊均直接臨路、灌溉及排水，並透過土地交換分合，集中農戶土地，便於農機耕作及農事管理，為增進土地利用之改善措施。農地重劃造成坵塊形狀改變，使得交換分合後土地權屬及土地利用之變化，以景觀生態學而言，重劃區內景觀主要由農田、漁池、建築物、農舍、田間農路、縣道公路、灌溉、排水渠道、林地、河溪等要素所組成，這些景觀要素按其形狀和作用可分為嵌塊體、廊道和基質三種基本類型。 本研究選擇屏東縣竹田鄉六巷農地重劃區為研究區，應用各相關圖層與實地測量資料，建立重劃區土地資訊資料；並以生態學觀點結合生態評估軟體，計算該區重劃前後之生態指標及農水路廊道所產生之網絡連接度與環通度變化結果，評估此地區農水路廊道對農田景觀生態之結構變化。結果顯示，農路廊道連接度與環通度重劃後均提高，即農路對交通及農產品運輸帶來便利且可選擇路徑增加，但對生物而言，卻是干擾的增加；水路於重劃後亦均提高，水路可連接至隘寮溪，對灌溉排水功能及水中生物之傳輸均為較佳之影響。故由重劃對地景結構之變化，以檢討農地重劃後發生的土地與資源管理問題，以期在農地重劃過程中，除使農水路得到良好的改善外，亦使土地管理得到妥善安排。 (關鍵詞：結構，農地重劃，生態指標，廊道，土地利用)Study on the Changes of Landscape Structure after Farmland Consolidation Yi-Chang Chen Engineer, Land Consolidation Engineering Bureau Ministry of the Interior Ming-Ju Lee, Chun-Jen Huang, Ying-Hui Deng Graduate Student, Soil and Water Conservation Department, National Chung Hsing University, Taichung, Taiwan 1內政部土地重劃工程局幫工程司 2中興大學水土保持學系博士班研究生 Abstract Farmland consolidation established standard blocks and installed agricultural water channels so that each block could be directly connected to road, irrigated, and draining. Exchanging tracts in order to concentrate the land the land in large blocks will facilitate agricultural management. This study applied landscape estimative software and landscape patch theory to discuss the ecological indices and to establish ecological model after consolidation by landscape ecology in Ping-Dong county Liu Xiang farmland consolidation area. These showed that farm roads to bring the connivances and to add the paths for people, but disturbed the other creatures.
