摘 要 建筑工程的招标投标是在市场经济条件下竞争性的工程承发包交易式4745.6平方米，采用框架剪力墙结构，基础为筏板基础。 工程量清单是表现拟建工程的分部分项工程项目、措施项目、其他项目和相对数量的明细清单。本招标文件根据广联达办公大厦建筑施工图纸和结构施工图纸的要求，依照2013年《建设工程工程量清单计价规范》和相应的建筑结构和建筑工程施工图集，按照现行的建筑工程工程量计算规则，计算出该建筑工程的土方工程、桩与地基基础工程、砌筑工程、混凝土及钢筋混凝土工程等的工程量，并编制出工程量清单，然后按照招标的规定编制出一套完整、规范的招标文件。 在招标过程中，接受相关监督部门的监督指导，严格按照程序，依据明确的评标标准，采用综合评估法，公平、公正、公开的面对全体投标人进行招标。在招标文件中，对投标文件内容的要求主要包括技术标和商务标两部分。通过编制完整的招标文件，对建筑工程的整个招标过程有了全面和系统的理解。 关键词：招标；投标；工程量清单；综合评估法 Abstract The Tender and bidding of construction projects in a market economy spawned a competitive construction contracts trading patterns, and it gets a lot of promotion and application today. The tender for the construction of the project is six residential projects on the ground, the construction area is 4745.6 square meters, it reinforces concrete shear wall structure, it is the foundation for the hand-dug pile. BOQ is the performance of the proposed sub-part project engineering, project initiatives, the relative number of other projects and detailed list. The tender documents is according to the construction drawings and construction drawings structural requirements of building 76 ,Fushun Ocean City, in accordancing with the 2013 construction engineering bill pricing norms and the corresponding structures and building construction Atlas, in accordancing with the existing rules of construction engineering,calculating the amount of the engineering construction earthworks, piling and foundation engineering, masonry, concrete and reinforced concrete works, etc, while compiling BOQ, then working out a complete, standardized tender documents in accordance with the provisions of the tender.
