加强审计监督 规范财务管理 确保农村集体经济健康发展 ,直接担负我区农村财务管理、统计、审计以及农村集体资产管理工作。2001年我到区经管站担任一把手后，看到随着城市化进程的加快，农村财务管理问题已是当前农民最关心的焦点问题，也是诱发农民上访的一个重要因素，其直接关系到农村地区经济的发展和社会的稳定。由于种种历史和现实的原因，农村集体经济组织财务管理工作一直是一个相对较弱的环节,为加强我区农村审计监督工作，规范农村集体经济组织的会计基础工作， 此工作思路出来之后，得到区委区政府有关领导的高度重视和大力支持，并在2002年农村工作会议的文件中给予明确阐述，决定从2002年开始组织各乡镇政府对村级集体经济组织实施例行审计，每年审计的村数不少于总数的三分之一，三年一轮。 截止到去年底，第一轮的例行审计工作，在各乡镇党委、政府和相关部门的大力配合下，顺利完成了68个行政村的例行审计工作，审计面占全区71个行政村的96%。通过实施例行审计工作，为加强我区农村集体资产及村级财务监督管理工作的开展提供了操作性较强、比较系统的农村审计工作规程，为保证审计工作积极有效的开展、充分发挥审计监督职能提供了制度性保障。同时，还帮助被审计单位建立、健全了财务管理制度，克服混乱现象，确保农村集体经济健康发展。另外，也探索出一条对农村集体经济组织及其所属企业资产财务运行状况进行经常性监督，增加农 为做好第二轮例行审计工作，经管站又与区农委一同下发了《关于进一步加强村级合作经济组织例行审计工作的通知》。通知要求第二轮例行审计工作的开展要结合各乡镇的新情况、新问题，紧紧围绕经济发展、农民增收、农村稳定这个中心来进行，以“规范村级财务管理，突出重点审计”为指导思想。工作重点要结合《关于加强村级合作经济组织经营活动监管的意见》，对重大投资、大额资金支出、土地收益使用以及重要经济合同等重大经营事项要进行有针对性的专项审计,同时要围绕村务公开的重点和核心问题加强对村政事务财务公开方面的审计。 rural grassroots cadres, plans to train 1000 village secretary of the village Party branch.(three) actively promote grassroots cadres election work.
