Key and Analysis: Law, in its most comprehensive sense, signifies a rule of action, and this term is applied indiscriminately to all kinds of action. And a law is distinguished from these devices for the following characteristics: 1)General applicability. A law applies to all the people and things in a certain area. For example, company law of the People抯 Republic of China is adopted universally in the whole country, whereas The Basic Law of the Macao Special Administrative Region of the Peoples Republic of China applies only in Macao. 2)Normalization. A law is not applied only once and made for a particular thing. Instead, it can be applied repeatedly for actions of the same nature. 3)Enacted and enforced by the state.
