Correspondingly , the public participation in environmental legislation could deliver the public opinions and exact the impact on the legislation decision .the application of the public participation is so broad that it has accumulate the solid practice experience upon the ground of market economy and democracy . however ,the conditions of China is complicated and varied, so ,it is undoubted that the mechanism will be influenced by politic and economic system 、traditional culture and ideology ,giving rise to the gap in the due function and realistic function .in a nut ,it is necessary to correct the shortcomings and improve the quantity of the public participation.
