By eliminating the information asymmetry between administrative subjects and the public , e-government stops the former information monopoly of the administrative subjects which finally helps the multiple management system take the place of the unitary mode of management. With its flexible flatting organization to organize the multiple management system ,and with its open application to improve the multiple management system ,the open construction of e-government laid a foundation for the multiple management system.
