建国后三十年辽宁省农田水利研究.docVIP

摘 要 辽宁省是东北地区粮食基地之一，搞好农田水利建设，对保障辽宁的农业生产，提高粮食产量，意义重大。建国后的30年，辽宁的农田水利建设走过了曲折的历程，取得了成就同时也遗留了很多问题。这些宝贵经验教训为当下的农田水利建设提供了有益的启示。 第一部分题为“建国前辽宁省发展农田水利建设的基础条件”，简略介绍了建国前辽宁省农田水利建设的概况和农田水利建设薄弱的特点。 第二部分题为“建国后辽宁农田水利建设的发展历程”，分六个阶段介绍辽宁省农田水利建设的发展历程，以及每个阶段农田水利建设的特点。 第三部分题为“农田水利建设的个案考察”，选取7个有代表性的工程个案，分为两类，逐一分析。旨在总结辽宁省在防治灾害方面农田水利建设取得的宝贵经验和存在的不足；探讨在解决水资源短缺问题方面辽宁省农田水利建设进行的积极尝试和成效。 第四部分题为“对建国后三十年辽宁省农田水利建设的评价”，从取得成就和存在问题两方面进行评价，取得的成就主要体现在修建了大量的农田水利工程，增强了抵御自然灾害的能力，提高了粮食产量，促进了农业经济的发展。存在的问题主要体现在工程质量差、标准低、不配套，农田水利建设缺乏科学论证，农田水利管理存在漏洞，农业用水资源短缺。 第五部分题为“对当下农田水利建设的启示”，结合上一部分的评价，得出对于当下农田水利的三点启示，即农田水利建设要做好科学论证工作；农田水利建设要建管并重；要努力创建节水型农业。 关键词： 辽宁省 农田水利建设 节水 ABSTRACT Liaoning Province is one of the bases of grain in the Northeast region, improve irrigation and water conservancy construction is of great significance to protect the Liaonings agricultural production and increase food production. In the thirty years after the founding, the water conservancy construction in Liaoning Province have gone through a tortuous history. It gets achievements but also left many questions. These valuable lessons provide a useful inspiration for the immediate construction of water conservancy. The first part, entitled the basic conditions of water construction conservancy before the founding in Liaoning Province, briefly describes the overview and the weak characteristics of water construction conservancy before the founding in Liaoning Province. The second part, entitled the development process of water conservancy construction after the founding in Liaoning Province, describes the development process of water conservancy construction in Liaoning Province, divided into six phases, as well as the characteristics of each stage. The third part, entitled the case study of water conservancy construction, selects seven representative works cases, divided into two categories, and analyze one by one., to summarize that water conservancy construction acquired valuable experience and the existed shortcomings in disaste
