In reality， due to failure of some guardians to fulfill the guardianship responsibility and the decision made by the Ministry of Civil Affairs on social pilot program of protection of the minors， revocation and transfer system of minor custody is turned into implementation of systems from practical needs. Therefore， it accords with t
